He's playing hard to get knowing that sometime or another he will make a fat profit. If its not DIC there are plenty of other potential suitors about. Hicks obviously has a figure in his head of what he wants and DIC as yet has not matched it. The longer this goes on the more I believe Hicks has no interest in being at Liverpool long term but at the same time he is prepared to bide his time so as to make a killing from a sale.
As for Hicks preventing Gillett from selling ultimately Hicks cannot stop Gillett from selling if Gillett really wants to although he could make it very difficult for Gillett i.e he could force Gillett to take him to the High Court.
All of this is posturing and grandstanding, what's being said in public is spin and PR.

Tom Hicks says he is prepared to block any attempt by co-owner George Gillett to offload his stake in Liverpool.
Reports suggest Gillett may be ready to sell his shares in the club.
But Hicks told the Fort Worth Star-Telegram newspaper: "Not only am I not going to sell, my partner cannot sell without my approval.
"So I kind of have the ability to determine the outcome of what is going to happen, and I am right in the middle of that."
He added: "For a lot of reasons I can't discuss, I haven't been able to fix it yet. But I am preparing to be in a position to fix it."
American pair Hicks and Gillett beat off competition from DIC to take over Liverpool in February 2007 and own 50% each.
But since then, they have become increasingly unpopular among Reds fans, drawing criticism for their treatment of manager Rafael Benitez and their financial management of the club.
Dubai International Capital has recently revived its interest in the club but to take control, it must buy all of one man's shares along with at least some of the other's.

why the hell he's blocking the sell ??

To be brutally honest, I just do not think that the assumed amount mooted to raise is enough. It might be enough just to buy off the bloodsucking Americans and pay off what debt they have put the club into. And then what?
Can we afford to bid for world class players every season to remain competitive?
Can we afford an aggressive management who can run the club into profitability fast?
If the club needs more money, where can it turn to thereafter to raise the funds?
There's just too many holes right now that needs to be plugged. It is a noble idea. But I just have too many doubts about how it can be operated optimally to the advantage of the long-term future of the club.

He is trying to block the sale because if DIC buy 50% of the club, because of their enormous wealth compared to his, they will soon be able to ain control of the club.
When the loans are due to be paid up, the arabs would simply not agree renew them (and they would not need to as they have available cash) and then Hicks would have to sell. , or stump up more cash than he probably has.
If you look at the markets they operate in Hicks and Gillette are in the middle of an enormous credit crunch in the states and DIC have lots of contacts with oil, and the price of oil goes up daily.. more and more profit ending up in their already huge bank balance.
on what forum has told us?You would be surprised at just how much of the American economy is tied up with the middle east. Probably around 40% or so.
