It has to be Bob Paisley, he won the most trophies including the First European Cup, Bill Shankly however was the one who brought us up from the gutter of the then 2nd division.

Difficult choice, so I'll do my top three.

1.  Shankly    (without him, Paisley wouldn't have done what
he did without Shankly)
2.  Paisley     (he gave us the best era of football Liverpool
has ever seen)
3.  Houllier     (he is shaping his time at Liverpool back to
the times when Paisley was there)

Shankley is best ever he made the team and then Paisley got all the trophies not saying Paisley wasn't a gud manager but if it wasn't for Shankley he wudn't have won all he did

LFC4EVER - How can you put Houllier 3rd? ??? What about Fagan for third place. He won the European Cup, League title and Legue cup all in the same season (his first season) and he was only manager for two seasons. Definately agree on the Paisley and Shankley vote. Houllier is not in the class of Shankley, Paisley or Fagan. To be in their league you have to have won either the League or the European Cup (Champions leauge) and Houllier has not done that.

houllier 3rd? i dont think boring europe (see johann cruyff) is
the same as conquoring it.
im with don, paisley should be the best of all time, even sir
alex finds it hard to win it twice in 16 years.bob and joe took
us to five finals in eight years, bob winning 3 but for me the little scot born into a coalming village was tops.im just to young to remember him but just watching the old films make
me feel about ten feet tall.theres a bit of old film where don
revie talks about winning the title with leeds sweeping everyone aside only losing one game away all season.he said
he wasnt bothered because no one ever went to the fortress
shankly built and won.the only thing you get out of anfield while bill is in charge is the half time cup of tea. nuff said.
