if i was in charge of FIFA, to help combat racist/hooligan behaviour in the crowd, i would stop all these pointless fines to the clubs, as they do not effect the offending fans at all. I would instead have any offending clubs play behind closed doors for 1 match, then if the fans continue a further 3 match ban, and then as 3rd strike a complete ban of supporters from the stadium for the rest of the competition that season.

it worked with the Inter Milan fans this season, after they threw missiles onto the pitch last year VS AC Milan in the champions league quarter final. IMO this is the only to prevent fans from racist/hooligan behaviour in the crowd, as this will actually stop them from supporting there clubs, once they realise that if they dont behave in the ground they will be banned these type of supporters will soon shape up.

Top on my list would be stopping the cheating that permeates the game right now...

Any sort of simulation if proven via video evidence results in automatic points deduction for the club and a heavy fine for the offending player..... That should sort out the cheating scUmbags.......

A yellow card for asking to get another player carded..... ba$tards.....

A public hanging by the thumbs everytime Moanrinho shoots his trap off......

I would force clubs to introduce salary caps for starters to bring the player back down to Earth. Dont get me wrong i like fotball as much as the next guy but what they earn these days is ridiculous. I wouldnt mind somone earning that if they were say a doctor curing AIDS or something else usefull but not for playing football.

Start paying player for International duty as is all good to be patriotic and play for your country but when a player gets seriosuly injured who picks up the tab....the country? :censored: no! The club who pays the wages.

And finally if I ran FIFA and wanted to seriously promote my crappy World Club tournament if at least make sure there are some decent :censored: refs and linesmen so teams dont get conned out of like we did.

Sepp Blatter is a cheeky :censored:. He said some sill things about Enlish clubs and forgeiners during the World Club :censored: which included us. I hope next time when hes doing a draw for a tournament he knocks al the pots over and falls all over them.

Ok hows this.

G14 takes over and select who competes in the CL every season. Chelsea arnt members, they never play in it. Realising he made a mistake Abmramvich removes his investment from Chelsea. Realising without the Russian thet canafford the wages of all the player they sell all the big earners. Chelsea go caput!!!!

I just realised I contradicted myself here.  :laugh:

The winner of the UEFA Cup would get automatic entry into the next season's Champions League "last qualifying stage".

I would also recommend having a sniper positioned on the roof of a stand, with a license to kill whenever he sees David Pleat approaching a microphone.

Always fancied the idea of taking the keeper off at the end of extra time (where applicable)  and playing the Golden Goal. Put a player on the line by all means, but if he handles it, he's off and a penalty given.

A lot of people have mentioned transfer capping.  I've been giving some thought to how it could work.  You cannot assign a different spending cap for different divisions, as you'd then have to do the same for different leagues and possibly raise the slope that some clubs are battling up still further.  (We can spend X amount of money, but Monaco can only spend half of that, simply because to stop a 'French Chelsea' their finances would have to be propotional to the quality of the league.  While domestically this would be suitable for many leagues, it would completely wreck competitive European football, and we all loved the Mancs going out in the group stages didn't we?

So what's the answer?  Well, the whole reason for transfer capping is to stop behemoths like Chelsea and Madrid, its to stop a runaway effect, rather than make a totally level playing field across all leagues and divisions - that would be insane.

I would suggest a club is allowed to spend 40 million pounds each transfer window PLUS any money raised from the sale of players in the SAME WINDOW.

Its not perfect but, as far as I can see it is the only way to 'hold back' the super-clubs and thier destruction of football while still keeping a fair enough system if a club wants a clearout or one massive buy.  (45 million, and if you raise money from selling players there is no limit to what you can spend)

It won't put a stop to the big club, small club, massive club style of football - but it will stop the complete death of football by a few clubs with a bottomless pit moving the goalposts so far that it becomes a game for them.

At present it is hard for a club to take that final step to greatness and title challangers, thats the way it should be.  I don't want to make that eaisier, I just don't want to make it impossible.

I would:

1) Slap a transfer ban on clubs operating at a loss. This should stop clubs being bankrolled.

2) Make draws worth nothing to either team. Too many games are ruined by teams playing for a draw

3) As a few people have already mentioned, SORT THE F*CKING OFFSIDE RULE OUT!

stop investment to clubs like as chelsea ruins the game.

make the game more flueint and have video fottage of offsides and goal descions so that they are correct descions.

Aside from a few technical things, like dealing with diving and offsides and so forth, IMO most changes need to be made to prevent football being ruined like Formula One almost was. In that, Ferrari were so wealthy and powerful, it was killing interest in the business since every race became a foregone conclusion.

The same applies to football. Things have to be introduced to curtail or reduce the power of Chelsea, because with the billionaire in charge, they have the potential to ruin the game. Spending limitless amounts of money on players, many of which they don't even need are are bought to weaken other teams.

If action isn't taken, football will become a pointless sport to watch, because you always know who is going to win. Limits on the amount of registered players, the amount that can be spent in one season (or between them) and other financial limits must be imposed.
