I certainly can't speak for Rubbernose, but two things would make me dither over signing Tevez:
1. Tevez's own antics as the season drew to a close. No man has the divine right to insist a club sign him. No one player is bigger than the club, and Tevez's belief that he had a divine right to stay at the club, and that the Manc scum would automatically pay the ransom to secure his services is, I believe, flawed. I also believe this got right up yer man's Whiskey Nose, and probably influenced his actions in not coming out immediately and insisting Tevez was staying put (I could only speculate that the asking fee needed to be rubber-stamped first, but seeing as they seem to have money to burn, even in the current climate, that somehow seems unrealistic).
2. On the PLUS side, he is proven, both in the Premiership and at the club. He delivers goals, he has great skill, his workrate is second to none, and the fans adore him. This would make it a no-brainer to sign him straight away.
As an aside, there may be other (unlikely) reasons why they haven't declared officially one way or another what road they will take e.g. not wanting to see him go to another rival (dunno if there's a clause which gives them first option to buy, for example); whether a decision is to be made after the CL final; whether Tevez himself wants to consider options....
I think all of the above contribute to the current "impasse", but somehow, at the end of it all, I still believe he will stay put, and this whole speculation exercise will be just that !
Pity, 'cos I'd love to see him here. Though that's tempered by the decision on where to play him, and who will lose out as a result. 12 into 11 doesn't go...
