Very sensibly Rafa is re-vamping the failed Scouting arrangements at the club. Presumably, Ron Yeats has lost his 'sinecure' job as Chief Scout and is being replaced by a sharpened up act, from the Echo :

''It's not only on the pitch Benitez is trying to improve results.

Behind the scenes, the operation to recruit more talent at home and abroad is being reshaped.

As the many poor signings prove, the failings of the previous regime weren't limited merely to the first team's performances.

"We have reorganised the scouting department and we're finding new scouts for many countries, " explained the manager.

"So far we've recruited three new scouts abroad and have changed four or five with regards finding players for the first team. I hope to recruit at least another three.

"We have someone in South America now, Spain and Portugal. We need to place someone in Africa, although it's not always easy to find the right people. We will recruit more scouts.''

I suspect that he will turn his attention to the Academy next, which is also not producing the good's.
