Yeah but you'd get round that by ensuring the squad has an equal ratio of players. I.e.
The combined population of the home nations (to the nearest million) = 61m
This breaks down into the following percentages -
ENG - 84%
SCO - 8%
WAL - 5%
NI - 3%
which should equate to the following distribution in a 25 man squad
ENG - 20
SCO - 2
WAL - 2
NI - 1
Obviously this may prove unpopular, even though it is a fair representation of the combined population, so you could say:
ENG - 12
SCO - 7
WAL - 4
NI - 2
