Quick question - Help needed

Having a debate here with a friend and need help to resolve an issue...

Is there a requirement for an England Manager, in this case Fabio Capello to submit his squad list for any match to the FA before release to the press.

Can anyone help, please...
Floyd stepped left and threw the hook that caught Hatton flush under the chin. Finally, the British champ had arrived in that mythical place of which his fans speak: Hatton Wonderland.

Logically you would think that it needs to be (relatively) official before being offered to the press as information/out of courtesy. Simple logic, does the England manager answer to, and work for, the FA or the media?

While there has been talk of the England boss having requirements to pick pretty strong teams for friendlies due to TV contractual requirements, how true that is I don't know either, I don't imagine the need of the media to inform people of the squad is greater than that of the manager's employers, even if it makes no real difference whether he tells them first or the press.


Perhaps a more interesting question is this, are the players and their clubs contacted before the list is submitted? Thinking being they might not be available and what's the point putting down 23 names if lots are unavailable.
