The thai guy's reasons are in my opinion totally different. He doesn't support Liverpool, and is doing it to promote his business intrests, I read a quote of his saying something like this is a good business opportunity. Is it f##k, this is Liverpool fc not Liverpool plc. Also there seems to be an alterior motive in the setting up of an academy in Thailand.
