You're smart so maybe you can tell me Einstein -- is FA a member of FIFA? and do you think the FA will be bound by the decision taken by FIFA? will this be simple & clear enough for you to understand? If you're caught doping during an international game, do you think your ban will not be extended to domestic league as well?
The Disciplinary Code and Code of Ethics specifically provide for the fact that they apply to all matches and competitions organised by FIFA. Any sanctions imposed by the either the Disciplinary or Ethics Committee may or may not be confined to a geographical location or category of game
FIFA disciplinary code does provides for sanction to have a worldwide effect if they deemed it to be a serious offence, so it will be up to the Disciplinary Committee to interpret what is "serious". Will this misdemeanour be considered serious enough to warrant such unprecedented action or would they consider repeat offences as "serious"? Is his action premeditated? If they think so, FIFA do have the power to ban him from ALL footballing activities, although I don't think they will take it to that level as there was no precedence to this. But the Disciplinary Committee will decide the scope and duration of the (if any) ban.

Do I think Suarez is stupid? NO...I think he is mental. Those "I work hard to clean up my act because I want to be a good example to my kids boohoohoo" line don't wash anymore, especially to the press and those outside LFC and Uruguay
Do I want him banned? I hoped he get banned playing for Uruguay for the next 2 seasons so he can focus on our title quest
