Isn't that what 100% of his signings are based on or does he just buy random players?

Not really, the player could be good for that club because of surrounding players, formations, playing styles, tactics - but would not fit into Liverpool because the above four points. However, there may be a player that doesn't fit into its current teams plans but fits the suit for Liverpool.
Football is always going to be trial and error, lets have more trial than error though - not spending our entire budget on a player just to have a new 'big name' signing on board that is not needed.

Look at all the guys Spanish teams like Villareal, Deportivo and Valencia have. Hardly any of them were big names before they joined: they were either players from smaller clubs or Madrid/Barca reserve cast offs.
In the 1990s we went out and signed big names like Julian Dicks, Paul Stewart, Phil Babb, Stan Collymore and Karl Heinz Reidle, yet got nowhere.

sorry my knowledge of liverpool in the early to middle 90's is limited, but wasnt Babb a half decent signing? just asking.
but in retrospect to these people who want big names, wouldnt it be better to spend 5 million on a player like sissoko that can be molded into a player to fit our squad, than go out and spend 13+ million on a micheal ballack. If a player was a flop at 4 million, wouldnt that be alittle better than see another diouf.
