Lots of reports about the "offer" - it appears that Arsenal did actually put a bid in for Suarez

Wonder if City or Chelsea made a bid over £45mil if the club would accept

Luis Suarez: Liverpool reject £30m Arsenal bid for striker

By Phil McNulty
Chief football writer

Liverpool have turned down a £30m bid from Arsenal for striker Luis Suarez.
Suarez has been at the centre of transfer speculation since saying in May that it would be a "good moment for a change", and admitted it would be "difficult to say no" to Real Madrid.

The Spanish side had been expected to lead the pursuit of the 26-year-old Uruguayan.
Liverpool refused to comment on reports of Arsenal's move and have previously insisted Suarez is not for sale.

Phil McNulty's analysis

"Arsenal's approach for Liverpool striker Luis Suarez is a sign of ambition but in reality is doomed to failure.

"Gunners boss Arsene Wenger is a huge admirer of Suarez's wonderful attacking talent but too many obstacles make an actual deal look impossible.

"Liverpool will know only too well how it would be greeted by supporters if they sold their world-class striker to Arsenal and Suarez himself has publicly claimed his discontent comes from what he perceives - somewhat fancifully - as his harsh treatment by the English media.

"This surely rules out a move within the Premier League.

"Arsenal's interest in Suarez may reach the ears of those at Real Madrid - the striker's most likely next destination if he leaves Anfield - and remind them they are willing to pursue other targets as they try to get their own long-drawn out deal to prise Gonzalo Higuain away from the Bernabeu over the line."

However, it is understood an approach was made and instantly rejected.

Chelsea have also been linked with a move for Suarez and it remains to be seen if Arsenal take their interest further as manager Arsene Wenger continues to finalise a deal for Real Madrid's Gonzalo Higuain.

Real are expected to emerge as the most serious test of Liverpool's resolve not to sell Suarez unless they receive an offer in the region of the £50m which saw Fernando Torres move to Chelsea in January 2011.

Liverpool manager Brendan Rodgers remains relaxed about Suarez's situation and the striker has yet to indicate to the club that he wishes to leave.

The Merseyside club's stance has always been that they have no desire to part with Suarez - and even if Liverpool's hand is forced by the player's own discontent they will not be pushed into a deal and will hold out for the maximum price.

Suarez is currently on a break after playing for Uruguay in the Confederations Cup in Brazil and is not scheduled to return to Merseyside until the end of the month, at which time his future should become clearer.

He will sit out the first six matches of the 2013-14 campaign after being found guilty of violent conduct for biting Chelsea's Branislav Ivanovic in April.

Daily Telegraphs view on the situation

Arsenal rebuffed after audacious £30m offer for Liverpool striker Luis Suárez

Arsenal have had a formal bid of around £30 million for Liverpool striker Luis Suárez rejected.

Bold move: Liverpool insist that Luis Suárez is not for sale, and the Arsenal valuation has taken many by surprise

By Chris Bascombe10:30PM BST 07 Jul 2013264 Comments

In one of the most audacious moves of the summer so far, Arsenal representatives made a direct approach to the Merseyside club for Suárez last week and were immediately rebuffed.

Liverpool insist that the South American is not for sale, and the Arsenal valuation – believed to be less than the £35 million fee Merseyside club paid for Andy Carroll two years ago – has taken many by surprise.

Liverpool have been braced for such approaches since the end of last season, although it was expected that Real Madrid would lead the chase particularly given the player’s claims of unhappiness in English football.

Arsenal felt suitably encouraged to contact Anfield officials to register their desire to buy the 26-year-old Uruguayan. It has now emerged that it went beyond an inquiry, and although neither club is prepared to comment on the discussions or clarify the precise amount offered it is clear it was unacceptable to Liverpool.

Liverpool have never wavered from their position that they would not welcome any bid for Suárez, despite his recent proclamations desiring a move abroad.

There is certainly a sense of opportunism and extreme optimism about the Arsenal move given the primary reason Suárez has offered for leaving Anfield is to escape the English media.

Although there is inevitable upset on Merseyside that he began to talk openly about feeling disillusioned in the Premier League as soon as he joined his international squad, his sentiments were not surprising.

Liverpool knew how upset the player was and how mistreated he felt at the hands of the Football Association when he was banned for 10 games for biting Chelsea’s Branislav Ivanovic.

Although Liverpool are still determined to resist his sale and will do everything to try to get him to have one a final year to assist in their top-four efforts, when the dust settled most supporters can sympathise with his wish for Champions League football if he moves to the Bernabéu.

A move to another English club would be unpalatable, however, and contradict every statement the player has made to justify a possible departure.

It should be stated that Liverpool have been given no indication by Suárez or his representatives that he is interested in joining Arsenal or any other English club.

Even before his most recent controversy the Merseysiders recognised Real Madrid and Barcelona as the only clubs with the potential to prompt Suárez to ask for a transfer. That is something he will have to do if he is to leave, although Liverpool could still reject a formal transfer request.

It remains to be seen if Arsenal plan to improve their offer. If they increase a bid to £40 million, Suárez could seek permission to speak to Arsène Wenger. The conspiracy theory might suggest Arsenal made their move to nudge Real Madrid, who have been focusing on Suárez, into completing negotiations with the London club for Gonzalo Higuaín.

It may be no coincidence that in the days since Arsenal’s bid for Suárez, Higuaín’s move to London has edged closer. Their bid also explains why there was a flurry of bets on Suárez joining Arsenal last week, prompting some bookmakers to suspend the betting.

Chelsea are also believed to be pondering a move for Suárez. That is even more distressing to the Merseyside club than the notion of his heading to the Emirates Stadium. After taking the last Liverpool icon, Fernando Torres, from Anfield the idea of Jose Mourinho doing the same with the much more dynamic Suárez revives painful memories.

It is, however, a reflection on how other English clubs perceive Liverpool. For as long as they are struggling in seventh position, the top four believe the best Anfield players can be lured for the right price.

It demonstrates why the season ahead is so critical in restoring Liverpool’s European status. Brendan Rodgers already fears his prime transfer target, Armenian Henrikh Mkhitaryan, has slipped from his grasp because the club can not offer European football.

Suárez is on extended leave and is not due to return to Merseyside until the end of the month. Technically, he should be back at Liverpool for the second leg of their Far East tour, but the club may be relaxed as to whether he joins the squad at that stage because he will not be available at the start of the season due to his ban.

Never thought Torres would go to Chelsea after everything he said about them. It's hard to trust footballers these days.

Liverpool FC hold 'positive' talks with Luis Suarez's agent

Speculation over the striker's future rumbles on

Liverpool FC striker Luis Suarez
Liverpool have held constructive talks with Luis Suarez's agent as speculation over the striker's future rumbles on.

Pere Guardiola flew to Merseyside to meet Reds managing director Ian Ayre at the club's city centre offices yesterday before heading for Melwood to see manager Brendan Rodgers.

The ECHO understands that the dialogue was both “positive” and “amicable”.

Anfield officials have always enjoyed a good working relationship with the agent, who is the brother of new Bayern Munich boss Pep Guardiola, and that remains the case.

There was no backtracking from the agent following Suarez's public declarations in South America that he would jump at the opportunity to quit English football this summer and sign for Real Madrid.

However, no transfer request was submitted by Guardiola – a sign that his Uruguayan client, who is on holiday following the Confederations Cup, is not currently prepared to try to force through a move.

During the discussions both Ayre and Rodgers reiterated the club's position that they want Suarez to stay at Anfield and aren't interested in selling the 26-year-old, who is under contract for a further three years.

Guardiola's trip to Merseyside came just hours after it emerged that Liverpool had rejected a £30million offer for Suarez from Arsenal.

Luis Suarez fires in a free-kick as part of a hat-trick against Wigan
However, the ECHO understands the timing was simply a coincidence with yesterday's talks having already been scheduled before the Gunners made their approach.

Guardiola gave no indication to Liverpool that a move to the Emirates would interest Suarez, who has always insisted that his treatment at the hands of the UK press was his pressing reason for wanting to part company with the Reds.

Sources in London suggest Arsenal are highly unlikely to increase their offer.

Having became frustrated in their attempts to wrap up a £23million deal with Real Madrid for Gonzalo Higuain, Arsene Wenger has been looking at alternative striking options with the Gunners having also contacted Manchester United recently over Wayne Rooney.

However, Arsenal's bid for Suarez was instantly dismissed and they have been left in no doubt that Liverpool aren't interested in selling their prized asset, especially to one of their domestic rivals.

The Reds, who value Suarez at around £45million to £50million, are keen to ensure that the speculation doesn't drag on until the end of the transfer window.

But with Real Madrid yet to firm up their interest and with no guarantees they would prepared to stump up that kind of fee, a resolution to the summer-long saga appears to be some way off.

Suarez is due back from his holidays on July 22 and is expected to be involved in the Melbourne and Bangkok legs of the club's pre-season tour.

The importance of retaining Suarez's services has increased after Liverpool missed out on Henrikh Mkhitaryan, their top summer transfer target.

The attacking midfielder has agreed a four-year deal with Borussia Dortmund who will pay Shakhtar Donetsk around £21million.

Meanwhile, Reds midfielder Jay Spearing is considering interest from Blackburn Rovers.

The Championship outfit have agreed in principle a £1.75million deal for the 24-year-old but they have to sell a player – most likely full-back Martin Olsson – in order to finance the transfer.

As Blackburn look to free up sufficient cash, Spearing is waiting to discover if there are any other offers on the table as he would ideally want to stay in the Premier League.
