Mainly i reckon because once he had quit the drink and drugs/smoking he wasnt really very funny. He sort of trned a bit odd and droned on a bit...
in his heyday he was the best barr none, but he went on that little bit long and lost his edge

Billy Connelly at No1? Get real.
Robin Williams, Ken Dodd, Jasper Carrott, Lee Evans, Richard Pryor, Tommy Cooper, Chris Rock, Eddie Murphy, and even Peter Kay p*ss all over him with ease.
I remember watching a show of his stand up about 12 years ago. It was funny. It made me laugh.
But since I have grown up, his jokes have become tiresome and, dare I say it, even childish.
Whomever voted for him as the funniest comic, rather then any of those listed above, must never have actually seen any of them.
