Manchester City plan bigger Etihad but wait for Manuel Pellegrini
Extra tier for 6,000 fans will expand stadium to the third biggest in the Premier League

how does that work, isn't the stadium owned by the local council?

Can they change a building they don't own?

The council will just approve the plans because City will pay for the extension. City pretty much control the stadium and pay for everything.
