or perhaps it wasn't meant to be tight, it was just an old pair which they bought ages ago and since then they had gained sufficient weight to make it look skinny.

tell you what I just seen a bloke wearing trousers about 2 inches too short for his legs and he was wearing some slip on shoe things. Now HE looked queer!
