It appears that Chelsea will need to be invited, so the fact that they have been blocked for inclusion may not be as big a story as first thought:
"After two years of consolidation, the G-14 General Assembly decided in August 2002 unanimously to expand by inviting four major clubs to join the group: - Bayer 04 Leverkusen (Germany) - Valencia CF (Spain) - Arsenal FC (England) - Olympique Lyonnais (France) Rather than following the pace of the numerous applications received from clubs who wished to join the Grouping, the G-14 founding member clubs came to the conclusion that the most appropriate way to preserve G-14’s basic philosophy, dynamism and vision of football, was expanding through invitation, whilst keeping in mind the future challenges international club football will no doubt have to face. The guiding principles applying for the Grouping’s development and expansion aim at: • encouraging the Group’s dynamism by demonstrating its open spirit • reinforcing the position of G-14 clubs in the market place • increasing the relevance of G-14 in the football community No date or deadline for a further G-14 expansion has been agreed so far, but the matter continues to be discussed amongst the member clubs. One conclusion of these discussions is that the Grouping does not exclude opening itself to clubs from leagues not currently represented in G-14. "
So although the story seems like a snub, it is in fact the norm by all accounts.
