I'll put you all out of your misery!
The actual answer is John "Aldo" Aldridge. (Well done Adam and nosey.)
His record of 64 goals in 91 games gives him a a strike ratio of 0.7 goals per game.
As of July 2001, Robbie Fowler was second with 0.6 goals per game, but due to his injuries, that stat has dropped to 0.5, with 169 goals in 341 Liverpool games.
Owen's 158 Liverpool goals in 297 games gives him a 0.53 goals to games ratio, placing him in current second spot.
Ian Rush notched 0.51 goals per game in his LFC career of 229 goals in 447 games, taking 3rd place.
Fowler is 4th, but had it not been for the horrific injuries and sporadic selection by Houllier, he would most definately have been one of the clubs top two strikers, as is reflected in his form before the knee and ankle injuries. (0.6 goals per game).
For me, he is still the best finisher in our history, but as this doesn't reflect shots to goals, it is far from conclusive in that respect.
Rafa Benitez - An unfinished Legend.
