I dont think you can use this system for offside etc because otherwise what is the point of a linesman as the ref will just go upstairs for "confirmation" the whole time. There should be a system like in rugby union where the referee asks the 4th official for his judgement on a specific incident e.g did the ball cross the line, you can't stop play for a dodgy handball because the ref wasn't sure if it was intentional at all, you can't take all the power away from referees. As regards offsides. These should still be up to the linesman unless the referee decides that there may have been a case somewhere in the attack before a goal was scored, for example the referee asks his 4th official "Just to confirm (before I award the goal) was number 10 in an onside position before the ball was played?" The offside interpretation should only be used in the cases where a goal was scored and is dubious
